Chief Field Engineer Petrochemical/Oil & Gas Projects

 

Description: 1. To verify the scope of work is complete and Accepted by the Client in a defined, timely and systematic process in accordance with the project Acceptance of the Work Plan.

2. Ensure as-built drawings and vendor information is maintained and handed over to the Client to suit the plant start-up sequence.

3. Set-up, manage and maintain the field engineering office on the site, including document control, capable of handling all engineering matters, drawings, specifications, field requisitions, as built drawings.

 

4. Initiate, and if necessary complete and issue the following Project documents in accordance with Construction Operations mandatory requirements: Construction and Commissioning Execution Plan, Site HSES Plan, Site Quality Plan, Acceptance of the Work Plan, Site Labour Management Plan, Temporary facilities and Utilities Plan.

18 To review the contracting strategy for each project and advice and assist the Construction Manager and Construction Co-ordinator to formulate the construction contracts enquiry documents.

19 Provide construction input to the project during the engineering and procurement phase; maximise Construction Operations x378in housex378 construction knowledge and experience.

20 Ensure that all drawings, specifications, procedures, work practices, method statements, quality plans etc are indexed, available and retrievable and that the latest issues are being worked to.

21 Review project construction estimates to ensure the completeness of scope and correctness of construction input.

22 Agree the materials supply and shipping strategies with appropriate materials management and procurement personnel and the Project Manager, Monitor and continually review materials supply status to practically ensure delivery to suit project schedule needs. Establish the site organisation and resources necessary to ensure that materials are received, inspected, preserved, maintained and issued to contractors or client as per schedule requirements Further arrange for the disposal of all project surplus and scrap materials in accordance with client and project execution directives.

23 Ensure that the Site Quality Plan is issued for the project and that the requirements, roles and responsibilities are communicated to all personnel on site. Prepare and issue the site Authorised Engineer Matrix; issue inspection stamps and ensure all inspection (includes inspection by supervision and inspection contractors) activities are carried out fully and correctly Arrange for the review and acceptance of all Contractors quality plans, inspection and test plans, method statements, procedures etc prior to work commencing.

24 Start-up permit requests e.g. pressure vessel licensing and commissioning, electrical grid connections, statutory completion certificate etc. Using advice from the third party consultants, produce a tabulation of the required permits, identifying the approval authority, the approval route and the required timing..

25 Review the availability of all drawings, specifications, job instructions, material deliveries and tools applicable to his/her particular area of work.
